Tinted glass: Senators move to amend ban, permit

The Senate has admitted to second reading a bill seeking to amend the Motor Vehicles (Prohibition of Tinted Glasses) Act, to make easier the application and approval of permission to use cars with tinted glasses. While considering the bill on Wednesday, senators were in agreement on the need to change the law, which was first enacted by a decree in 1991 and deleting section 3 of the extant Act and replacing it with a new one.
Sponsor of the bill, Senator Ita Enang, in his lead debate, said the principal Act, under which the Nigeria Police was currently exercising the powers against the driving of tinted glass vehicles, limits the exercise of such discretion as to permission and exemption to the twin conditions of health and security in Section 1(2) of the Act.
“Conceding that there are security considerations in the exercise of this discretion it does not follow that such security considerations should constitute a serious affront to the fundamental rights of every other Nigerian against discrimination as enshrined under Section 42 of the Constitution of the Federal Republic of Nigeria 1999,” he said.
Enang  further said the extension of the days one was expected to get the permit from 14 days to 90 days period would make the process easier for the applicant.
According to him, the Act is further amended to provide for a penalty of N50,000 or imprisonment to a term of not exceeding six months instead of the N2,000 which was sufficient the  in 1991, but is now too weak for the offence.
